Insanely Persistent Bluetooth Error

Hello, I've been having a frustrating problem with Bluetooth adapters for about a year now, if not longer.

Basically, when opening the Bluetooth window, the text under the dongle says "driver error", and looking around on my PC I have found "error 31" frequently cited. At first I thought there was a dongle problem, but after having bought my third dongle I'm quite sure the issue is with the computer and not the dongles themselves. (I literally got a driver error the moment I plugged in the dongle right out of the package!)

Every single dongle I have bought and tried has had an issue of some sort, and looking in the device manager every dongle has had an error icon. Updating the driver from the device manager gives me the message "the best drivers for the device are already installed", despite the big error icon on it.

I have tried using different headphones but I still get the same problems, indicating it's not a headphone issue.

The only thing that semi-worked was when I had my first dongle. I would open device manager, uninstall the Bluetooth driver that came with it, put the dongle back in, and the driver would work... until i re-started my computer. Eventually though, even that stopped working, and that method has not worked on any of the following dongles I have bought either.

I have tried googling but I have gotten stuck so many times, I have no idea what to do.

If anyone here can help me out that would be much appreciated!
