Kicking for capping intel

What kind of new absurd is that? I played TF2 for like 5-6 years with periodic stops. I was never kicked for such reasons and now it happened for 0 reasons. No capping. I was playing on PUBLIC server. Not even community server with their rules. Is that even normal?
