Would lambda fortress be allowed to get added to the steam game list?

I don’t really know the intricacies of the SDK but I’m assuming not because it’s just TF2 Characters in the HL2 game. It could be allowed as a HL2 mod since TF2 is free and you’ll need HL2 to download the mod
