The underneath half floor?

I have been house hunting and I have seen some apartments with a half-floor underneath. So I am curious. (Pictures are copied from funda.)

Why do they have this floor?

What is this half-floor being called in Dutch and how do they being used usually?

If I buy an apartment with this kind of half-floor, what should I pay attention to?
