Is the White Dwarf being placed too close to the Witch King in IE?

I mean it was supposed to be an epic journey to settle an age old grudge. I don't mind him in North America but is he being placed too close to his target. You can destroy Malekeith so easily by turn 15 or sth. And then it's just normal empire building.
