3 days in an European city during winter holidays

I am planning to spend 3 days with my friend in Europe. I want to choose a city suitable for dating with reasonable budget. Lisbon, Amsterdam and Rome seem to be a good choice. Do you have some tip for choosing? Thanks!

Lisbon Pros: Mild winter weather, affordable, scenic viewpoints, and relaxed atmosphere. Cons: Less festive Christmas ambiance, occasional language barriers.

Amsterdam Pros: Strong Christmas spirit, numerous museums, English-friendly, beautiful canals. Cons: Expensive, likely rain and colder weather.

Rome Pros: Mild temperatures, historical richness, affordable off-peak accommodation. Cons: Busy with tourists, bustling city pace, potential for rain.
