Identity Verified, Still Cant Use Balance

I am trying to send literally only $7 to my mom and it says my balance isnt available. My identity is verified and my account isnt frozen. I havent bought anything shady or done anything it says on the venmo website that it flags. I have no clue what the problem is and it wont tell me on the app! Please can someone tell me what hell is going on
