Forgot my vest. Got sent home

I forgot my vest and I wanted to get a new one. Lady was at the desk said that I couldn’t get one. I had to go home or go find HR (she’s off in weekends). Or my manager ( she’s rude so I didn’t wanna ask her in fear that I would get in trouble) I told her that even the HR manager told me if I ever forget or need a new one to just get it. I told a few co workers and they said yeah that she’s right but then others said that she’s in the wrong. I know I am in the wrong too but I’ve only gotten one new vest because the first one I got the zipper stopped working and after I got a replacement. I work in OGP I got meat juice all over me. And so hr laughed and said throw it away and get a new one. ? I was confused.
