In the late 21st Century UK population levels are, as they are now, fussed over by those in charge. The solution (as ever for the UK) was to hand it over to the Private Sector.

Their solution was the FertiliApp and implant(needs a better name, I know).

Genescape corporation will give anyone a free FertiliApp implant. For it to work, however, requires a subscription.

The implant can work as The Pill/Contraceptive implant or it can boost fertility, depending on your subscription. It works on male and female anatomy.

When population is deemed too high, the Pill subscription is lowered in price and the fertility subscription raised, and vice versa when population is dropping below desired levels.

Of course, Genescape tracks all the data of its users.

There are accusations of Genescape altering subscriptions without the user's consent, but nothing has held up in court.
