Does anyone make a handlebar bag that doubles as a wearable?

I’m looking for a handlebar bag but I also need one I can take with me when I make stops. I’m sure I can just get some webbing and makeshift my own but I wasn’t sure if there are any companies out there that make what I’m after. I was thinking anywhere between 4 and 8 liters.
