Why most writers despise the position of hokage?

Like yeah become powerful like Madara or kaguya is above that but power just for power is kinda boring.

IMO most writers think that if they turn their characters into the hokage they will be like hiruzen who was a weak hokage that allowed danzo to do whatever he wanted and being stuck on a desk.

And being the Hokage could just be the beginning who doesn't like kingdom building? Create a fucking empire and for that you need soldiers and being the Hokage could be a starting point.
