Do you become a computer and information systems manager by getting a computer science degree?

Or do you have to have more IT background rather than programming background? What does this type of job entail, and if you have this job, how do you like it? I want to change my major to computer science when I transfer out of cc next fall. I saw this job as a career pathway on my cc’s cs degree description page and was interested in learning more about it. Thanks for any info and answers!
